The EOC Grant Program is authorized by section 614 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act ( 42 U.S.C. 5196c) as amended by section 202 of the Implementing Recommendations of the 9/11 Commission Act of 2007 (Public Law 110-53), Public Law 110-53; Funds for the FY 2011 EOC Grant Program are appropriated under the Department of Defense and Full-Year Continuing Appropriations Act, 2011 (Public Law 112-10)., Public Law 112-10.
Objectives (050):
The purpose of the Emergency Operations Center (EOC) Grant Program is to improve emergency management and preparedness capabilities by supporting flexible, sustainable, secure, strategically located and fully interoperable EOCs with a focus on addressing identified deficiencies and needs. This program provides funding for construction or renovation of a State, local or Tribal government's principal EOC. Fully capable emergency operations facilities at the State and local levels are an essential element of a comprehensive national emergency management system and are necessary to ensure continuity of operations and continuity of government in major disasters cause by any hazard.

Preapplication Coordination (091):

This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." Statutory formulas are not applicable to this program.
Matching Requirements: Percent: 25.%. The program will require a 75 percent Federal and 25 percent grantee cost share cash or in-kind match requirement. Unless otherwise authorized by law, Federal funds cannot be matched with other Federal funds.
MOE requirements are not applicable to this program.
Length and Time Phasing of Assistance (102):

Post Assistance Requirements (110)
Reports (111):
Grantees are required to submit quarterly Federal Financial Reports (FFR) (SF-425) and performance reports. Quarterly "Progress Reports" must include the progress of each sub-grant award. Reports are due within 30 days of the end of each calendar quarter : January 30, April 30, July 30, and October 30. Semi-Annual Assistance Progress Reports (SAPR). Following an award, the awardees will be responsible for providing updated obligation expenditure information on a semi-annual basis. The SAPR is due within 30 days after the end of the reporting period (July 30 for the reporting period of January 1 through June 30; and January 30 for the reporting period of July 1 through December 31).
Final financial and performance reports are due 90 days after the expiration or termination of grant award. Refer to in the EOC Grant Program Guidance and Application Kit. Audits (112):
In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133. These audits are due to the cognizant Federal agency, submitted through the Federal Audit Clearinghouse, not later than 9 months after the end of the grantees fiscal year.
Records (113):
Grant records shall be retained for a period of 3 years from the day the recipient submits its final expenditure report. If any litigation, claim, negotiation, audit, or other action involving the records has been started before the expiration of the 3-year period, the records must be retained until completion of the action and resolution of all issues which arise from it, or until the end of the regular 3-year period, whichever is later. Grant records include financial and program/progress reports, support documents, statistical records, and other documents that support the activity and/or expenditure of the recipient or sub-recipient under the award.
